What is the Fund's function?
The Fund promotes Thoroughbred breeding and racing in New York State. In order to accomplish its mission it distributes owner, breeder and stallion owner awards along with purse incentives via the New York Racing Association and Finger Lakes Gaming and Racetrack Association. In 2006, combined purses, awards and incentives tallied approximately $50-million.

How does the Fund acquire revenue for above mentioned categories?
The revenue is derived from a small percentage of every dollar bet on Thoroughbred Racing in New York State both on and off-track, and also from a percentage of the breakage.

I just purchased a mare. How do I proceed in order to participate in the Program?
Verify registration status via the www.nybreds.com website located underneath Bulletin Board menu on left hand side of www.nybreds.com website or contact our Saratoga office at (518) 580-0100 for status. If you have further questions, contact us via email at nybreds@nybreds.com

How do I register my farm?
The Fund doesn't register farms but your notification should be sent to Fund offices either via email nybreds@nybreds.com or contact Saratoga office at (518) 580-0100. This will assist us in arranging for one of our field inspectors to visit farm when in area. Please provide contact information in your email notification. Another option is to fill out the Information Request Form.

Do I have to own a farm in order to participate?
No, there are many qualified farms located in New York that specialize in boarding of broodmares. Suggest contacting the farms listed on right hand side of www.nybreds.com homepage.

Do I have to call the Jockey Club?
Recommendation is to contact Jockey Club soon after change of ownership. For further information visit them at http://www.jockeyclub.com or contact them at 1-800-444-8521.

My mare just had a foal. What is the next step?
Again, movement cards can be filled out in Fastrack Forms section or by postcards. Movement cards are required for mares moving into or out of New York State in order to both assist Inspection team and facilitate foal registration process. To request postcards, email the Fund at nybreds@nybreds.com Fastrack Forms section section or by requesting postcards at nybreds@nybreds.com.

What are movement cards and how do I receive them?

What is the qualification for New York-bred status?
The rules are simple and effectively create two categories of mares - resident and non-resident. To qualify for registration as a New York-bred, the mare must FOAL in New York State and meet the following domicile requirements:

Resident Mares: Be continuously in residence in New York State from within 90 days after last cover in the year of conception and thereafter remain in residence until FOALING the following year, with no Breed-Back required.

Non-Resident Mares: Must FOAL in New York State and be BRED-BACK to a registered New York-based stallion and remain for a continuous period of 90 days after foaling. For further information contact Fund offices at 518 580-0100.

How do I register my foal as a New York Bred?
Fill out the proper form for the year of foaling. These forms are provided by the Fund or in some cases by the foaling farms. Easiest way is to click into the Fastrack Forms section and fill out application paying with Visa or MasterCard. Or, if you prefer, you can download application in same section. Another option is to fill out the Information Request Form, or you contact Fund office at (518) 580-0100 or email us at nybreds@nybreds.com with your request and mailing address.

How will I know when the New York-bred eligibility process is completed?
There is no need to send Jockey Club registration papers to Fund office. The Fund will send you a written acknowledgement and certification card at the completion of registration process, which you can attach to Jockey Club registration papers, if you wish. Can I fill out the registration papers before I receive the foals Jockey Club papers?
Yes. The foal application can be submitted as soon as it is born, however final processing for New York-bred status is predicated on completed Jockey Club papers, which the Fund is made aware of through automatic bi-weekly notifications.

How much does it cost to register a foal?
The rate varies depending on the age of foal. If applied for by December 31st in the year of the foal's birth, the fee is $75. After the universal equine birthday of January 1st -- the foal is considered a yearling and the fee is $150. Two year old fee is $250; and, for three year olds and up the fee is $500.

What are the advantages of registering my horse if I do not plan to race it?
Since the future is uncertain there may come a time when you may choose to sell horse and it will be to your advantage to register all horses as weanlings at the nominal fee of $75.00 to enhance your selling points. As a rule, the horse will become more attractive to prospective purchaser if it is a Registered New York-bred.

As a breeder if I sell my horse can it still be registered?
Yes. Applications can be applied for at any time, however as noted earlier, the fee changes as the foal ages. To avoid extra expense and problems associated with tracking down veterinarians and farm managers for their signatures on application forms, it behooves you to act sooner than later.

Can I sign my spouses name on the registration form?
No. Only the breeder of record may sign the form. Also, a husband cannot sign as farm manager and the wife cannot sign as breeder or vice versa. Two of the following three people need to sign applications -- Breeder, Farm Manager or Attending Veterinarian.

I purchased a horse at an auction/ privately, how do I know if it is eligible to be a registered New York Bred?
The easiest way is to go to Registration Status http://www.nybreds.com/sealed/sealed_search.html page located under Bulletin Board menu on nybreds.com homepage to verify whether the horse has been already registered. In the event the horse is not named, or name of horse has been changed type in mare's name and year of foal's birth in designated locations. Another option is to write us at nybreds@nybreds.com Suggest checking status prior to purchasing.

Who will receive the award monies?
The awards monies are disbursed to the breeder of record, to the owner, and the owner's of horse's sire, if stallion was a registered New York-based stallion at time of conception... A W-9 form will be sent a few weeks before checks are issued and MUST be signed and returned to the Fund office before any checks are mailed out. When do I receive my awards check?
The awards checks are issued five (5) weeks after the end of each subsequent two (2) month period. For example; the awards monies earned during the months of January and February of 2007 are distributed in the first week of April of 2007.

Why don't I get owner awards on restricted races?
Only open company races with minimum claiming price of $30,000 and up are eligible to receive owner's awards.

How do I register a stallion in New York?
A stallion residing in New York State can be registered by filling out the required forms at a cost of $250 per year and by completing the annual EVA requirements. The stallion must be owned or leased to a New York resident for a minimum of two (2) years.

Do I have to register my stallion every year?
Yes. In order to qualify for the stallion owner's awards for the resulting progeny for given year of conception, the stallion must be registered. In addition, New York-breds conceived by a registered New York-based stallion receive higher awards. See the Awards Program page for more detailed information on award percentages.

How do I nominate my NY-Bred for the Restricted Stakes races?
Nominations for these stakes are handled by the racing secretary offices at either the NYRA tracks or Finger Lakes racetrack. The NYRA phone number is (718) 641-4700. A $25 nomination fee in foaling year can be attached to foal application for the two-year-old stakes races conducted at Finger Lakes Gaming and Racing in Canandaigua, New York. The three stakes are the New York Breeders' Futurity/ The Aspirant and The Lady Fingers. In the event the nomination hasn't been made during foaling year, Finger Lakes mails nomination forms at beginning of each two-year-old year season.
