Barry C. Sample
1951 – 2025
It is with profound regret that we announce the passing of our former Chairman Barry C. Sample, whom we understand died peacefully in his sleep this weekend.
Anyone who encountered Barry can attest that he had a deep and sharp intellect, tempered by a wonderful sense of humor and compassion. Barry was a dedicated public servant who understood how government can and should function, and he worked to make our state better every day. He was a joy to interact with.
While we all recall his two tenures as Chairman of the New York State Gaming Commission, Barry had a long history of government service, holding offices of increasing responsibility. Barry served as Deputy Director of State Operations in the Office of the Governor, Chief of Staff in the Office of the State Comptroller, Deputy Budget Director in the Division of Budget, and First Deputy Commissioner in the Division of Criminal Justice Services.
In the private sector, Barry spent nearly three decades with Instructional Systems Incorporated, starting as Vice President and concluding as President.
Born on Long Island, Barry came north for his education and stayed. Barry was a passionate student of music, especially blues, rock and jazz guitar, fond of biking, and often traveled to the island of St. Martin.
Barry is survived by his wife Jacqueline Lake-Sample and his daughter Serwa C. Lake-Sample. He was predeceased by his son Bakari Lake-Sample.
